71 Dinh Phuong Anh Class: K17ATCC GRADUATION THESIS Supervisor: Mr. Ngo Tung Anh PART A: INTRODUCTION 1. Rationale to the research Non-cash payments now account for the lion’s share of settlement in many countries at different levels of economic development. Non-cash payment contributes significantly to the restructuring of banking system and the diversification in banking services in order to meet the growing demands of the finance and banking sector.
Not just individuals, but also businesses and financial intermediaries find cashless payment more convenient and affordable than cash. Together with the emergence of the fourth industrial revolution, new streams of settlement that apply the cutting- edge technologies have come out. In Vietnam, although non-cash payment has entered for many years, its popularity still accounts for a small proportion in the total amount of payment volume. Vietnam has been one of the highest cash dominated economy in the world, with almost 90 percent of all transactions conducted in cash.
In an attempt to reduce cash dependence, the government has issued a plan to promote the development of non- cash payment, aiming at moving towards a 90 percent cashless economy by 2020. Being one of the four largest banks in Vietnam with 65% of state-owned charter capital, Agribank has taken its responsibility for the development of non-cash payment, entering a new phase of integration in digital era of Industry 4. To build up a high quality and secured non-cash payment system, Agribank has continuously carried out development strategies of tailored payment services through the introduction of advanced technology. Nevertheless, they still reveal limitations and disadvantages which need solving.
Recognizing the importance of the issue, the researcher works on the thesis “DEVELOPING NON-CASH PAYMENT AT AGRIBANK HA NOI BRANCH” to identify difficulties confronting the branch in the development of cashless payment, and then to put forward some remedies to improve non-cash payment at Agribank. Ngo Tung Anh PART B: DEVELOPMENT CHAPTER 1: THEORETICAL BACKGROUND 1. Theoretical background of non-cash payment 1. Definition As of today, there are different concepts of non-cash payment, depending on each particular author’s vision, classification methods and the perspective used to analyze this field of payment relations. Basically, a non-cash payment is contrary to a cash payment where the respective transaction is performed using cash as the method of payment.
The most widely used definition of non-cash payment states that it is a method of payment for goods, services or works performed, sold or rendered to an individual or legal entity without any involvement of exchange of cash. In Vietnam, the Government officially issued Decree No 101/2012/ND-CP on November 22, 2012 to regulate cashless payment. Under the decree, non-cash payment is clearly defined as a method of settlement including the service of payment via payment accounts and a number of services of payment not via payment accounts of clients. The decree specifies that cashless payments are in forms of check payment, payment order, direct debit, collection, authorized collection, bank card, letter of credit, money transfer, wire transfer, collection and payment on clients’ behalf, etc.
Payment system plays an important role in circulating capital in Vietnamese economy. The historical course of development of non-cash payment in Vietnam was divided into two periods of economy in terms of centrally planned model (before 1989) and the socialist-oriented open-market economy (from 1990 to present).
