I. Tổng quan luận án tài chính toàn diện nghèo đói và bất bình đẳng

Nghiên cứu kinh tế lượng về tài chính toàn diện đóng vai trò trung tâm trong việc định hình các chính sách phát triển kinh tế bền vững. Luận án tiến sĩ phân tích sâu sắc các tác động nhiều chiều của tín dụng vi mô đối với việc giảm tỷ lệ hộ nghèo và thu hẹp khoảng cách phân phối thu nhập. Tại các quốc gia đang phát triển, hệ thống ngân hàng thương mại truyền thống thường tạo ra nhiều rào cản tiếp cận vốn đối với tầng lớp thu nhập thấp. Sự thiếu hụt tài sản bảo đảm cùng chi phí giao dịch cao đẩy người nghèo ra khỏi thị trường tài chính chính thức. 1.1. Bối cảnh học thuật và mục tiêu nghiên cứu

Khoảng cách giàu nghèo đang gia tăng mạnh trên phạm vi toàn cầu. Người có thu nhập thấp tại các nước đang phát triển đối mặt với nhiều rào cản tài chính nghiêm trọng. Họ không có tài sản bảo đảm để tiếp cận nguồn vốn ngân hàng thương mại. Luận án tiến sĩ đặt mục tiêu đo lường tác động của tài chính vi mô tới công cuộc xóa đói giảm nghèo và bất bình đẳng xã hội. Công trình xem xét kỹ lưỡng các kênh truyền dẫn kinh tế từ cấp độ vi mô hộ gia đình đến bình diện kinh tế vĩ mô. Mục tiêu trọng tâm là cung cấp cơ sở dữ liệu thực nghiệm chuẩn xác cho các nhà hoạch định chính sách kinh tế.

1.2. Vai trò của tài chính vi mô trong phát triển

Tài chính vi mô là công cụ đắc lực hỗ trợ phát triển kinh tế bền vững. Cơ chế này cung cấp các khoản vay nhỏ, dịch vụ tiết kiệm và bảo hiểm cho người nghèo. Dòng vốn nhỏ giúp các hộ gia đình tự tạo việc làm và ổn định thu nhập. Nhờ đó, các cú sốc kinh tế bất ngờ được giảm thiểu đáng kể. Tổ chức tài chính vi mô tạo cơ hội kinh doanh cho nhóm đối tượng yếu thế. Sự tham gia của các tổ chức này thúc đẩy chuyển dịch cơ cấu kinh tế cơ sở. Việc tiếp cận dịch vụ tài chính giúp gia tăng tích lũy tài sản dài hạn cho cộng đồng.

II. Phân tích tài chính toàn diện với nghèo đói và bất bình đẳng

Mối quan hệ giữa tài chính toàn diện, nghèo đói và bất bình đẳng thu nhập là vấn đề phức tạp trong kinh tế lượng ứng dụng. Nhiều nghiên cứu trước đây chỉ ra khả năng thu hẹp khoảng cách giàu nghèo của các tổ chức tài chính vi mô nhưng thường mắc phải hạn chế nghiêm trọng về phương pháp. Điển hình là việc bỏ qua hiện tượng nội sinh và các đặc tính bất biến theo thời gian của từng quốc gia. Nghiên cứu thực nghiệm hiện đại đã khắc phục điểm yếu này bằng việc sử dụng dữ liệu bảng kết hợp biến công cụ. Các chỉ báo như quy mô danh mục cho vay gộp và số lượng người vay hoạt động phản ánh chính xác cường độ tài chính vi mô. Phân tích chỉ ra rằng mức độ thâm nhập tài chính vi mô tỷ lệ nghịch với hệ số bất bình đẳng thu nhập vĩ mô. Bên cạnh đó, bất bình đẳng giới là nhân tố cản trở tăng trưởng kinh tế. 2.1. Thách thức nội sinh trong phân tích kinh tế lượng

Vấn đề nội sinh luôn là thách thức lớn trong các nghiên cứu kinh tế lượng thực nghiệm. Mối quan hệ hai chiều giữa tài chính vi mô và mức nghèo đói gây ra sai số ước lượng. Một quốc gia có tỷ lệ nghèo cao thường thu hút nhiều quỹ tài chính vi mô hơn. Nếu không kiểm soát yếu tố này, kết quả hồi quy OLS thông thường sẽ bị chệch. Ngoài ra, các yếu tố văn hóa và địa lý không quan sát được cũng gây nhiễu kết quả. Luận án khắc phục hạn chế này bằng cách kết hợp mô hình tác động cố định với kỹ thuật biến công cụ hiện đại.

2.2. Khoảng cách bất bình đẳng giới trong tiếp cận vốn

Bất bình đẳng giới hạn chế tiềm năng tăng trưởng của các nền kinh tế đang phát triển. Phụ nữ chiếm tỷ lệ lớn trong nhóm nghèo nhưng gặp nhiều rào cản xã hội. Họ thiếu quyền sở hữu đất đai và tài sản để thế chấp ngân hàng. Khi phụ nữ tiếp cận được vốn vay vi mô, phúc lợi gia đình cải thiện rõ rệt. Nguồn thu nhập bổ sung được ưu tiên chi trả cho giáo dục và dinh dưỡng của trẻ em. Do đó, việc nâng cao tỷ lệ phụ nữ vay vốn là chìa khóa then chốt để giải quyết bất bình đẳng thu nhập và nâng cao bình đẳng giới.

III. Mô hình tài chính toàn diện giải quyết nghèo đói và bất bình đẳng

Để đánh giá chính xác tác động của tài chính vi mô, luận án triển khai mô hình kinh tế lượng tác động cố định (Fixed Effects). Phương pháp này kiểm soát triệt để các đặc điểm cố định theo quốc gia và các cú sốc vĩ mô toàn cầu theo chuỗi thời gian. Biến phụ thuộc là chỉ số bất bình đẳng giới được chuẩn hóa trong thang đo từ 0 đến 1. Vì không có quốc gia nào đạt giá trị cực biên tuyệt đối, mô hình tác động cố định đem lại ước lượng vững chắc hơn mô hình Tobit. Tỷ lệ phụ nữ vay vốn là biến giải thích độc lập cốt lõi của nghiên cứu. Mô hình bổ sung các biến kiểm soát quan trọng gồm thu nhập quốc gia, trình độ dân chủ và các biến giả khu vực địa lý như Châu Mỹ Latinh, Trung Đông, Bắc Phi và Nam Á. Việc áp dụng phương pháp biến công cụ hai giai đoạn giúp xử lý hiện tượng tự chọn mẫu và biến nội sinh. Quy trình ước lượng chuẩn xác này xác nhận dòng vốn vi mô đem lại hiệu quả phân phối lại tích cực.

3.1. Ứng dụng mô hình Fixed Effects và biến công cụ

Phương pháp Fixed Effects cho phép loại trừ các yếu tố cố định không quan sát được theo thời gian của từng quốc gia. Kỹ thuật biến công cụ loại bỏ hiện tượng tương quan giữa biến giải thích và sai số ngẫu nhiên. Nhờ đó, ước lượng hệ số đạt được tính nhất quán và không thiên lệch. Các biến đại diện như quy mô danh mục cho vay hay số khách hàng hoạt động phản ánh chính xác quy mô tài chính vi mô. Luận án kiểm định nghiêm ngặt tính hợp lệ của các biến công cụ. Kết quả hồi quy cung cấp bằng chứng kinh tế lượng vững chắc cho các nhận định lý thuyết.

3.2. Đo lường tỷ lệ phụ nữ vay vốn và kiểm soát vùng

Tỷ lệ phụ nữ vay vốn được chuẩn hóa để đo lường mức độ bao trùm giới của hệ thống tài chính vi mô. Mô hình đưa vào các biến giả khu vực như Mỹ Latinh, Nam Á, Trung Đông và Bắc Phi. Việc phân vùng địa lý giúp kiểm soát các cú sốc văn hóa và thể chế đặc thù. Biến số thể chế như mức độ dân chủ và GDP bình quân được bổ sung nhằm tránh hiện tượng bỏ sót biến quan trọng. Nhờ cấu trúc phân tích đa tầng, nghiên cứu chỉ ra sự khác biệt rõ nét về hiệu quả tín dụng vi mô giữa các vùng lãnh thổ.

IV. Kết luận về tài chính toàn diện nghèo đói và bất bình đẳng xã hội

Luận án tiến sĩ cung cấp những đóng góp học thuật sâu sắc về mối liên hệ giữa tài chính toàn diện, giảm nghèo và bình đẳng xã hội. Dịch vụ tài chính vi mô được khẳng định là công cụ tái phân phối của cải hữu hiệu tại các nền kinh tế đang phát triển. Tuy nhiên, hiệu quả kinh tế không tự động diễn ra mà phụ thuộc chặt chẽ vào cơ cấu đối tượng thụ hưởng. Việc hướng tín dụng vi mô tới phụ nữ mang lại hiệu quả vượt trội trong việc cải thiện chỉ số bình đẳng giới và gia tăng phúc lợi hộ gia đình. Các tổ chức phát triển quốc tế và chính phủ cần duy trì dòng vốn hỗ trợ có mục tiêu cho các định chế tài chính vi mô. 4.1. Hàm ý chính sách cho các nền kinh tế đang phát triển

Các nhà hoạch định chính sách cần ưu tiên hoàn thiện khung pháp lý cho tài chính vi mô. Chính phủ nên hỗ trợ vốn mồi và cơ sở hạ tầng giao dịch cho các tổ chức vi mô vùng sâu vùng xa. Cần kết hợp chương trình tín dụng với đào tạo kỹ năng tài chính cơ bản cho người dân. Biện pháp này giúp người vay quản lý dòng tiền kinh doanh hiệu quả hơn. Ngoài ra, việc giám sát lãi suất và điều kiện vay vốn là cần thiết để bảo vệ khách hàng thu nhập thấp. Chính sách tài chính toàn diện phải hướng tới sự phát triển bao trùm và dài hạn.

4.2. Khuyến nghị phát triển tài chính bao trùm giới

Các tổ chức tài chính cần thiết kế sản phẩm tín dụng phù hợp với nhu cầu của phụ nữ. Quy trình xét duyệt nên linh hoạt, không bắt buộc tài sản thế chấp truyền thống. Thay vào đó, mô hình bảo lãnh tín chấp theo nhóm mang lại hiệu quả cao. Việc trao quyền kinh tế cho phụ nữ thúc đẩy sự công bằng trong chi tiêu gia đình. Hơn nữa, việc ứng dụng ví điện tử và ngân hàng di động giúp phụ nữ tiếp cận vốn thuận tiện và an toàn. Đây là đòn bẩy quan trọng để xóa bỏ định kiến giới và giảm nghèo bền vững.

This thesis aims to investigate the empirical relationship between financial inclusion, poverty and gender inequality. Using unique cross-country panel and survey data sets, three hypotheses are tested: (1) microfinance is an effective tool for poverty reduction; (2) women’s participation in microfinance contributes to improvements in gender equality; and (3) financial inclusion has a positive effect on household income in China. The contributions of this thesis are fourfold. First, it shows that microfinance has a negative effect on poverty at the macroeconomic level.

Second, it demonstrates that women’s participation in microfinance is associated with a reduction in gender inequality across countries. However, regional interactions reveal that cultural factors are likely to influence the gender inequality–microfinance nexus. Third, it designs a new multidimensional financial exclusion index using survey-level microeconomic data from China. The index reveals that the gender of the household head is unlikely to play a role in determining access to financial services.

However, education, ethnicity and age play significant roles. Fourth, the index is also used to show that financial inclusion has a positive effect on household income and helps to reduce income inequality. xiv Chapter 1: Introduction The poor man … is ashamed of his poverty. He feels that it either places him out of the sight of mankind, or, that if they take any notice of him, they have, however, scarce any fellow-feeling with the misery and distress which he suffers.

He is mortified upon both accounts, for though to be overlooked, and to be disapproved of, are things entirely different, yet as obscurity covers us from the daylight of honour and approbation, to feel that we are taken no notice of, necessarily damps the most agreeable hope, and disappoints the most ardent desire, of human nature.1 Have we done enough against poverty? Poverty is defined as a pronounced deprivation in wellbeing (Haughton & Khandker, 2009, p. The conventional view primarily links wellbeing to a command over commodities, so that the poor are those who do not have enough income or consumption to place them above an adequate minimum threshold. This view sees poverty largely in monetary terms (Haughton & Khandker, 2009). Poverty also has causal links to many other forms of deprivation in wellbeing.

Poor people often lack key capabilities. They may have inadequate access to health care and housing, as well as educational services and employment opportunities, or lack political freedoms (Gordon & Spicker, 1999; Haughton & Khandker, 2009). Measuring these variables and unravelling their complex connections is challenging because their effects on people’s lives can be devastating. In the last 200 years, the world has seen a marked decline in absolute poverty (Sala-i- Martin & Pinkovskiy, 2010).
