I. Tổng quan về tác động của phân mảnh đất tới thu nhập hộ gia đình Việt Nam

Phân mảnh đất nông nghiệp tại Việt Nam là tình trạng phổ biến khi diện tích canh tác bị chia nhỏ thành nhiều mảnh đất nhỏ, phân tán về vị trí địa lý. Tình trạng này ảnh hưởng trực tiếp đến năng suất lao động, chi phí sản xuất và thu nhập của hộ gia đình nông dân. Nghiên cứu sử dụng dữ liệu VARHS2018 nhằm phân tích mối quan hệ giữa chỉ số phân mảnh đất và thu nhập bình quân đầu người từ hoạt động nông nghiệp. Kết quả sơ bộ cho thấy sự gia tăng phân mảnh đất có xu hướng làm giảm thu nhập hộ gia đình do khó khăn trong quản lý, đầu tư và ứng dụng công nghệ tiên tiến. Bên cạnh đó, các yếu tố như chất lượng đất, quy mô hộ gia đình và trình độ giáo dục cũng đóng vai trò quan trọng trong mô hình nghiên cứu.

1.1. Định nghĩa và nguyên nhân gây phân mảnh đất

Phân mảnh đất được định nghĩa là tình trạng một hộ gia đình sở hữu nhiều mảnh đất nhỏ, phân tán thay vì sở hữu một diện tích lớn liên tục. Nguyên nhân chủ yếu bao gồm chính sách phân chia đất đai theo di sản gia đình, quá trình đô thị hóa và nhu cầu đa dạng hóa mục đích sử dụng đất. Tại Việt Nam, tình trạng này càng trở nên nghiêm trọng do áp lực dân số và hạn chế về diện tích đất nông nghiệp. Việc chia nhỏ đất canh tác dẫn đến khó khăn trong việc đầu tư cơ sở hạ tầng, ứng dụng máy móc nông nghiệp và quản lý sản xuất hiệu quả.

1.2. Tầm quan trọng của nghiên cứu trong bối cảnh nông nghiệp Việt Nam

Nghiên cứu này có ý nghĩa quan trọng trong bối cảnh nông nghiệp Việt Nam đang đối mặt với thách thức gia tăng năng suất và thu nhập nông hộ. Phân mảnh đất không chỉ ảnh hưởng đến thu nhập trực tiếp từ sản xuất nông nghiệp mà còn gián tiếp tác động đến an ninh lương thực và phát triển bền vững. Việc đánh giá chính xác tác động của phân mảnh đất giúp các nhà hoạch định chính sách đề xuất giải pháp hợp lý như tích tụ đất đai, hỗ trợ ứng dụng công nghệ và đào tạo nông dân. Đây là cơ sở khoa học quan trọng cho các chương trình tái cơ cấu nông nghiệp giai đoạn 2021-2030.

II. Phân tích tác động của phân mảnh đất đến thu nhập hộ gia đình

Nghiên cứu sử dụng mô hình VARHS2018 để đo lường tác động của phân mảnh đất đến thu nhập hộ gia đình thông qua hai phương pháp chính: hàm sản xuất Cobb-Douglas và mô hình kiểm định IV. Kết quả phân tích cho thấy chỉ số phân mảnh đất có mối quan hệ tiêu cực đáng kể với thu nhập bình quân đầu người từ hoạt động nông nghiệp. Mỗi gia tăng 1% trong chỉ số phân mảnh đất dẫn đến giảm 0.45% thu nhập hộ gia đình. Nguyên nhân chủ yếu do chi phí vận hành tăng cao, khó khăn trong quản lý sản xuất và hạn chế ứng dụng công nghệ tiên tiến. Bên cạnh đó, nghiên cứu cũng chỉ ra rằng các yếu tố như độ phì nhiêu đất, độ dốc địa hình và quy mô hộ gia đình có tác động tích cực đến thu nhập.

2.1. Phương pháp đo lường chỉ số phân mảnh đất

Chỉ số phân mảnh đất trong nghiên cứu được đo lường bằng chỉ số Simpson, xem xét ba yếu tố chính: số lượng mảnh đất, diện tích mỗi mảnh và tổng diện tích đất nông nghiệp của hộ. Chỉ số này có giá trị từ 0 đến 1, trong đó giá trị càng cao cho thấy mức độ phân mảnh càng lớn. Công thức tính toán là 1 – (∑ai² / A²), trong đó ai là diện tích mảnh đất thứ i và A là tổng diện tích đất nông nghiệp. Chỉ số Simpson được ưa chuộng do khả năng phản ánh đa dạng về kích thước và phân bố đất đai của hộ gia đình.

2.2. Mối quan hệ giữa phân mảnh đất và thu nhập nông hộ

Kết quả nghiên cứu xác nhận giả thuyết rằng phân mảnh đất có tác động tiêu cực đến thu nhập nông hộ. Mô hình Cobb-Douglas cho thấy hệ số ước lượng của chỉ số phân mảnh đất là -0.45, có ý nghĩa thống kê ở mức 5%. Điều này có nghĩa là khi phân mảnh đất tăng lên, thu nhập từ hoạt động nông nghiệp giảm xuống đáng kể. Ngoài ra, nghiên cứu cũng phát hiện rằng trình độ giáo dục chuyên môn không có tác động đáng kể đến thu nhập, trong khi yếu tố như tuổi đời của chủ hộ và tình trạng hôn nhân có tác động dương.

III. Giải pháp giảm thiểu tác động tiêu cực của phân mảnh đất

Để giảm thiểu tác động tiêu cực của phân mảnh đất, nghiên cứu đề xuất ba giải pháp chính: tích tụ đất đai, hỗ trợ ứng dụng công nghệ và đào tạo nông dân. Tích tụ đất đai thông qua các hình thức như liên kết sản xuất, hợp tác xã hoặc chuyển nhượng đất giúp gia tăng quy mô sản xuất, giảm chi phí vận hành và nâng cao năng suất. Bên cạnh đó, việc ứng dụng công nghệ tiên tiến như máy móc nông nghiệp, hệ thống tưới tiêu thông minh và phần mềm quản lý sản xuất giúp nâng cao hiệu quả sản xuất. Đào tạo nông dân về kỹ thuật canh tác hiện đại và quản lý sản xuất cũng là yếu tố quan trọng để nâng cao thu nhập.

3.1. Tích tụ đất đai và hợp tác xã nông nghiệp

Tích tụ đất đai là giải pháp quan trọng nhằm giảm thiểu tình trạng phân mảnh đất. Các hình thức tích tụ bao gồm liên kết sản xuất giữa các hộ gia đình, thành lập hợp tác xã nông nghiệp hoặc chuyển nhượng đất thông qua thị trường. Tại Việt Nam, mô hình hợp tác xã nông nghiệp đã chứng minh hiệu quả trong việc nâng cao năng suất và thu nhập cho nông dân. Chính phủ cần có chính sách hỗ trợ về pháp lý, tài chính và kỹ thuật để thúc đẩy tích tụ đất đai, đặc biệt tại các vùng sản xuất nông nghiệp trọng điểm.

3.2. Ứng dụng công nghệ và đào tạo nông dân

Ứng dụng công nghệ tiên tiến trong sản xuất nông nghiệp là giải pháp quan trọng để nâng cao năng suất và thu nhập. Các công nghệ như máy móc nông nghiệp, hệ thống tưới tiêu thông minh và phần mềm quản lý sản xuất giúp giảm chi phí vận hành, tăng hiệu quả sản xuất. Bên cạnh đó, đào tạo nông dân về kỹ thuật canh tác hiện đại, quản lý sản xuất và tiếp cận thị trường cũng là yếu tố quan trọng. Các chương trình đào tạo cần được triển khai rộng rãi tại các vùng nông nghiệp trọng điểm, kết hợp với hỗ trợ tài chính và kỹ thuật từ chính phủ.

IV. Kết luận và khuyến nghị chính sách cho nông nghiệp Việt Nam

Nghiên cứu đã xác nhận tác động tiêu cực của phân mảnh đất đến thu nhập hộ gia đình tại Việt Nam thông qua dữ liệu VARHS2018. Kết quả cho thấy mỗi gia tăng trong chỉ số phân mảnh đất dẫn đến giảm thu nhập bình quân đầu người từ hoạt động nông nghiệp. Để giải quyết vấn đề này, nghiên cứu đề xuất ba giải pháp chính: tích tụ đất đai, ứng dụng công nghệ tiên tiến và đào tạo nông dân. Các giải pháp này cần được triển khai đồng bộ thông qua các chính sách hỗ trợ từ chính phủ, kết hợp với sự tham gia của các doanh nghiệp và tổ chức xã hội. Việc triển khai hiệu quả các giải pháp này sẽ góp phần nâng cao thu nhập nông hộ, đảm bảo an ninh lương thực và phát triển bền vững ngành nông nghiệp.

4.1. Tóm tắt kết quả nghiên cứu chính

Nghiên cứu sử dụng dữ liệu VARHS2018 để phân tích tác động của phân mảnh đất đến thu nhập hộ gia đình tại Việt Nam. Chính phủ cần có chính sách hỗ trợ pháp lý, tài chính và kỹ thuật để thúc đẩy tích tụ đất đai thông qua liên kết sản xuất, hợp tác xã nông nghiệp và thị trường đất đai. Bên cạnh đó, cần tăng cường ứng dụng công nghệ tiên tiến trong sản xuất nông nghiệp và đào tạo nông dân về kỹ thuật canh tác hiện đại. Các chương trình này cần được triển khai rộng rãi tại các vùng nông nghiệp trọng điểm, kết hợp với sự tham gia của doanh nghiệp và tổ chức xã hội.

In addition to the land fragmentation index and factors related to soil quality (fertility, slope), the study investigates the impact of factors related to education and factors related to households, such as household size, marital status, or age of the household head.

These factors are added to the model in order to determine the impact on the variable that is being studied, which is the land fragmentation index. Using the Cobb–Douglas production formula and the IV Test model to test the relationship between the independent variables and per capita income, the research results once again confirm the negative impact that land fragmentation has on income from agricultural activities per capita. Both of these models are based on the idea that there is a relationship between the independent variables and per capita income. On the other hand, there is no evidence to demonstrate that having a professional education has any effect on income.

Research Background The fragmentation of property, the accumulation of land, and productivity are all subjects that have been the focus of discussion in several different research papers. Many of them were concerned with the relationship between the variables, and this was partly due to the different performances. In relation to land characteristics like fragmentation, soil fertility, and yield, there have been discovered some inconsistencies.

There have been some previous investigations carried out in Vietnam about land fragmentation and land consolidation (Pham et al., 2007; Tran and Vu, 2019; Markussen et al., 2016; Nguyen et al. In investigations carried out by the World Bank (2016), more than a few authors have investigated the impact of two factors: land fragmentation and the effects of the process of land consolidation. It is interesting to note that they discover a direct connection between the splintering of land and decreased production. The authors have conducted research on how work is divided up.

They reasoned that if they switched to more profitable crops and increased their use of machinery, they would be able to reduce their labor requirements and free up more time to devote to activities that were not related to farming. They saw that a correlation exists between the amount of labor put into farming and the fragmentation of land. However, there has been no success in establishing a connection between land fragmentation and employment in non-agricultural sectors; this may suggest that labor markets in rural areas are not well developed, and that the labor market is not well developed. The primary source of income for rural residents in rural areas is agricultural produce (cultivation, livestock, aquaculture), which leads to the idea that fragmented land may influence agricultural income and then lead to affect total household income.

In this investigation, the index for fragmented land was computed, and the income from agriculture was measured to determine the connection between the two factors. The assumption underlying this test was that the fragmentation of land would have a negative impact on the outcome of production (the final income). It was recognized by the outcome, which also demonstrated that there is a relationship that is statistically significant between these two variables. In addition, the discussion portion of this research referred to other aspects, such as technological considerations or the planning involved in government involvement.

Research Objectives 1 In rural areas in Vietnam, the main economic activity that generates household income comes from farming and animal husbandry. There have been several studies on the relationship between fragmented land and agricultural productivity in Vietnam or the impact of fragmented land on many aspects of Vietnam. However, most of the above studies have not considered the index directly related to people's quality of life, which is per capita income from the household. The aim of this study is to assess not only the link between farm household income and land fragmentation in some regions of Vietnam but also to assess other socioeconomic characteristics of households.

This study updates the effect of land fragmentation on a more recent data set and its direct effect on income as this is the variable that best represents the outcome of production agricultural activities. Besides, the study also examined the influence of demographic and educational characteristics that have a significant effect on household income. Scope of study Numerous studies have been conducted to investigate the effects of land fragmentation on a variety of factors, including levels of poverty, total income, and levels of production. The goal of this study is to make use of a specialized dataset on rural Vietnam in order to produce some results that can be directly used for the process of rural development in Vietnam since land use and apply policies that affect demographics and educational attainment.

The purpose of this study is to produce some results that can be directly used for the process of rural development in Vietnam. Research Structure The following is a breakdown of the paper's structure. The research background and scope of study are provided in Chapter 1 – Introduction. The theories and discoveries regarding land fragmentation and its effects are presented in Chapter 2 – Literature Review.

The study methods and data are covered in Chapter 3. The analyses' findings are given in Chapter 4. Chapter 5 closes with findings, study limitations, and recommendations for further research. 2 CHAPTER 2 LITERATURE REVIEW This chapter focuses on introducing the definition of land, fragmentation, the theory of land fragmentation, and some studies on the impact of land fragmentation on household income.

The definition of land and fragmented land is introduced in section 2.2 discusses the impact of land fragmentation on agricultural and economic output, section 2.3 deals with theories on the impact of land fragmentation and finally, 2.4 introduces methods for calculating the land fragmentation index.Definitions Land is a finite, usable resource that provides a source of livelihood and financial security that is passed down through generations and transformed into wealth (Ellis, 1992). According to Hartvigsen (2014), there are two fundamentally different aspects of agricultural land allocation, namely the dispersion of ownership and the dispersion of land use. In both developed and developing nations, agricultural production, and the ability of many people to make a living are intrinsically linked to land. Because of this, academics and those who make policy are always interested in the efficient distribution and utilization of land resources.

Because of this, access to land fragmentation measurement and analysis is afforded a substantial and materially rich foundation. The term, "fragmentation", refers to a splitting up of a previously integrated production process into two or more components, or "fragments" (Jones R. Land fragmentation is defined as a situation in which a farm consists of several parcels of land that are spatially separated (Binns, 1950; King and Burton, 1982; Blarel et al., 1992, Pham et al. According to Van Dijk (2003), The fragmentation of land typically involves the parceling (a physical characteristic) and or legal claims on land (invisible), two theoretically distinct layers.

The fragmentation can be evaluated on numerous scales. The scale establishes what constitutes "the whole." This research employs four types of land fragmentation: (1) fragmentation of land ownership, (2) fragmentation of land use, (3) fragmentation within a farm, and (4) separation of ownership and use. There are several positive effects of fragmentation. In addition to ecological and aesthetic benefits, farming fragmentation can be valued for its ability to reduce the likelihood that all crops will be destroyed by disease or 3 extreme weather.

Some types of farming also need spatially separated parcels so they can be used for various agricultural purposes. Land fragmentation, according to Sundqvist and Andersson (2007), is the situation in which a farmer owns a huge amount of unconnected land that is spread out across a vast area. This is a common occurrence in many countries around the world, and it is frequently viewed as a roadblock to productivity and corporate modernization. Fragile land is a farm with numerous meanings of land, a typical aspect of agriculture in many countries, especially in developing countries, according to Pham et al.

The fragmented land reflects the state light and contains several plots of varying quality, allowing them to diversify crops, allocate labor demand, and reduce output and pricing hazards (Ciaian et al., 2018; Tran and Vu, 2019). In general, land fragmentation is defined as a single farm including numerous spatially scattered pieces of land.
