Background The world is changing at an incredible rate and technology is regarded as a major driver in this change. Various activities are electronically handled both at home and at work thanks to the acceptance of information technology. Banking and financial services are not outside of this trend. Transactions from the ATM and the Internet are becoming increasingly popular.
The term Electronic banking is generally referred to as electronic communication channels to deliver banking services and products, which is becoming more and more a "need to have" rather than a "nice to have". In general, Vietnam is clearly a fertile ground for the development of electronic payment when ranking 13th in top 20 countries with the highest number of internet user (www.com, Miniwatts Marketing Group), but 65% of Vietnamese adults transfer money outside the formal system or pay fees in cash (Worldbank) In the current context, most traditional banks try to improve and supplement their Electric banking services with the aim to obtain service charges. However, Techcombank is the first bank to implement the policy to exempt all fees on the electronic channel. It was once considered an instant marketing policy to attract new customers.
However, after nearly two years of implementing (from September 2016) with effects on the bank and customers, this charging policy has become the long-term strategy of Techcombank. By studying the impact of this pioneering (in Vietnamese market) policy will contribute to finding a new direction for the development of e-banking in Vietnam. I decided to carry out the research topic: “The effect of fee exemption policy on E-Banking services - the case of Techcombank” 2. Objectives and research questions 2.

Benefits of electronic banking a.
For Banks The primary advantages e-banking could provide the banks with cost savings, efficiencies, new consumer segments, improvements in the reputation of the bank and better customer services (Jayawardhena & Foley, 2000). According to their international survey, Booz-Allen and Hamilton, (1997) argue that the creation of a specialist e-bank infrastructure costs approximately $1-2 million. Furthermore, the writers conclude that it costs 50 to 60 percent of their revenues to run the traditional bank. 3 Robinson (2000) states that the cost of Online Banking is significantly reduced compared to that of a brick and morter branch.
Sheshunoff (2000) argues that the need to develop strong customer exit barriers is an important factor in e-banking. According to Sheshunoff (2000), when they know the full-service e-banking, customers would probably not move to another financial institution. The theory of consumer behavior, that the changeover costs (for example, time and effort) are often high, can support such an argument. Finally, the Author restates that implementing e - banking in today's highly competitive banking market can bring several competitive advantages for banks.
Mols (1998) conducted research on e-banking in Denmark. The author argues that e- banks can be an important factor in increasing cross-sales and price differentiation. E- banking enables banks to offer their clients a wide variety of services 24 hours a day, 7 days a week, thus enhancing customer satisfaction. As such, customers become less price sensitive, better intend to buy back, increase customer loyalty and lead to positive words.
McKinsey 's survey in 2014 also shows the same argument. Apart from the 40% who said they were influenced by word-of-mouth recommendations, some half of the ASAAN respondents said digital channels introduced the credit card offer and aided them in assessing the supplies. One in four participants reported changing their mind on the credit card offer or the bank that was being considered on the basis of online research (McKinsey & Company, 2014). For customers E-banking brings benefits not only to banks but also to customers.
Thanks to the the Internet, bank transactions have become time-and geographical no longer limited. Consumers all over the world now can easily access to bank accounts, including from home privacy, 24 hours a day and seven days a week. Customers can take advantage of a range of services including non-traditional banking services. One of the main advantages of e-banking is that e-banking products are cheap or even free of charge, and customers save more money and time as they do not have to travel either to or from a branch of bank (Pham, 2010).
However, certain people think that prices appear to be one 4 factor that prevents E-banking from spreading (Sathye, 1999). Price discussions focus on geographical differences between Internet connection costs and telephone calls. Dimensions affecting Customers’ decision to use E-Banking services a. Banks’ Strategies and Internet Network The strategies and working methods of Jayawardhena and Foley (2000), Gerrard, and Cuunningham (2003) as well as Wai-ching Poon (2008) have proved to be driving electronic banking.
The beautiful designs, the colors or headings and the propensity to show the bank's imagery were the driving force behind Electric Banking's customers ' percentage. In contrast, the content of the products and services of Electric Banking introduced on its website plays a significant role in carrying out the banking approval. Gerrad and Cunningham (2003) found that extremely important website content responsibility makes it easy for users to reach; To add credit computers or to convert exchange rates, the people visiting the Bank's website will be notified.
