Study scope and object Study object is Ha Tinh VNPT which belongs to Viet Nam Post and Telecommunication Corporation with business activities in telecommunication sector within Ha Tinh area. Study method We have used qualitative study methods such as observation, interview, group discussion then synthesize, analyze and compare primary and secondary data on business environment and operational situation of Ha Tinh VNPT. Secondary data is collected from many resources such as: Ha Tinh VNPT, VNPT, Commercial and Industrial Ministry, Planning and Investment Ministry, Ha Tinh Statistical Agency, papers and internet. Primary data is collected from exchanges, meeting, and direct interview with leading cadres in the company to know contents which are not in annual reports; in addition leader of the company also informs some strategic orientation of the company in the coming years.

Definition of business strategy “Strategy” is a terminology which is used firstly in military sector to indicate big and long term plans based on the fact that we believe in what enemy will do and cannot do that is understood as plan and military steering art.
Nowadays, the term of strategy is widely used in many different sectors. In business sector, there are many approaches of strategy. According to traditional approach, business strategy is considered as the whole long term of an organization to reach long term target. Researcher of management history Alfred D.
Chandler supposed that “strategy is to define basic and long term target of an enterprise and implement action plan together with allocate necessary resources to reach such targets”. Then his thoughts have shown that strategy is the process to define out of which enterprises can select targets of themselves, define action plan to fulfill such targets and try to allocate resources. Traditional approach can help enterprises to think of what to do to define strategy and realize profit of strategy as long term plan. However, in current variable business environment it has shown the limitation of traditional approach because it does not have capacity to adapt to the change of business environment.
According to current approach, strategy can be larger than what enterprises expect or set up to implement plan. According to Mintzberg, he supposed that strategy is a model in the flow of decision and action plan. Via above approaches, we can understand that: business strategy of an enterprise is an art to construct long term target and implementation policies to orient and create competitive advantage for the enterprise. Business strategy is to analyze, learn to know and find out basic way, draft orbit in production and business activities; this is the plan with comprehensiveness, coordination and consistency which can lead business units to ensure given targets. Business strategy is to define basic targets of business unit, select medium and action plan, and distribute necessary resources to implement business targets.
