Adviser: Tran Quang Minh, Ph. ABSTRACT This Graduation Paper discusses risk management for foreign backpackers in Ho Chi Minh City. As backpacking has been a worldwide trend for not only the young but also for the elder recently. Ho Chi Minh City is a place where backpackers usually choose to be their traveling destination due to its unique characteristics.
However, there are some problems faced by many preceders that are necessary to be solved to keep the image of Ho Chi Minh City tourism. Most of the problems mentioned are related to deception and robbery, unsafe and unhealthy foods as well as the traffic jam incident in this area. This is due to the lack of awareness of many local people, and the mismanagement from the authorities that might cause a lot of fear for the backpackers. The author will apply a quantitative method to conduct this research.
Foreign backpackers in Ho Chi Minh City are the main subject. Hard-copy and electronic questionnaires then are going to be distributed among foreign backpacker community and collected by the author. After the process of data collection and analysis. Recommendations will be provided to solve the problems that foreign backpackers usually face while traveling to Ho Chi Minh City.

Low-budget travel is of concern to many people, and backpacking is definitely considered to be such form. Its history is beyond national boundaries to be told. When entering the tourism industry and being adored by many, it has gradually become a phenomenon. As (Annika Blau, 2018) mentioned that tourism will be here in the future, but tourists will be of difference.
It will be different in ways that benefits tourism industry and gains a whole new level of sharing and bonding among countries. Universal tourism is the biggest and the most important segment all over the world. It brings many advantages to a country and plants the seeds of the mutual understanding among peoples and has a great impact on the growth of a country in many aspects such as economy, social welfare, etc. All the aforementioned issues have been also improved thanks to the growth of Vietnam tourism which has gradually turned into a very vital industry.
In accordance with the usual report of (World Tourism and Travel Council, 2017): It accounted for 10,4% of global GDP. Also, this has created 313 million jobs and made 2017 become the year of one of the strongest years of GDP growth over decades. In a smaller scale – Ho Chi Minh City - the area which is going to be discussed mainly in this paper, Tourism in Ho Chi Minh City shared 6.8% GDP of the entire city. The wage from visiting travellers reached 47, 252 billion VND.

Among the travellers, there are no figures of backpackers came to Ho Chi Minh City because backpacking type is a kind of freelance travelling compared to others and there are no certain enterprises in charge of collecting and studying such number. On the other hand, as gathered on the internet (Tripadvisor.com), many showed interests in entering the place. All admitted that Ho Chi Minh has such exquisite sites. As British Broadcasting Corporation Travel (BBC Travel) wrote about Kelsey Cheng – a volunteer from Chicago, who lived in Ho Chi Minh City said that “Saigon is a very calming place, despite all the chaos.

For example, the Bitexco Tower, Vietcombank Tower, Saigon One Tower, etc. The tallest built recently is the 81-storey Landmark 81. The tall buildings do show an accomplish sign of nation’s progress. Moreover, Ho Chi Minh city contains beautifully mind-blowing sceneries, cultural heritage sites, the friendliness of the local people, delicious dishes from all places in Vietnam gathered in one specific location.
These elements are enough to draw the attention of backpackers to come and explore the city filled with vibes and hidden charm. However, keeping the thrive in this field is always a necessity to maintain development of Ho Chi Minh City tourism. Although this backpacking type of travel is surrounded by numerous uncertainties and risks, this paper concentrates on a short-term strategies and predicts possible forthcoming scenarios for foreigners that can considerably strengthen the current and future position and benefit tourism.
