I. Tổng quan về sự vắng mặt của cha mẹ và lao động trẻ em tại Việt Nam

Sự vắng mặt của cha mẹ là một vấn đề nghiêm trọng tại Việt Nam, ảnh hưởng đến sự phát triển của trẻ em. Nghiên cứu cho thấy rằng khi cha mẹ không có mặt, trẻ em thường phải gánh vác nhiều trách nhiệm hơn, dẫn đến tình trạng lao động trẻ em. Theo báo cáo của ILO, khoảng 569,000 trẻ em tại Việt Nam phải làm việc hơn 42 giờ mỗi tuần, điều này không chỉ ảnh hưởng đến sức khỏe mà còn cản trở việc học tập của trẻ. Sự vắng mặt của cha mẹ có thể do nhiều nguyên nhân, bao gồm di cư để tìm kiếm việc làm, hoặc do các vấn đề kinh tế trong gia đình.

1.1. Tình trạng lao động trẻ em tại Việt Nam

Lao động trẻ em tại Việt Nam đang ở mức báo động. Theo thống kê, khoảng 17% trẻ em trong độ tuổi lao động tham gia vào các hoạt động lao động, chủ yếu trong lĩnh vực nông nghiệp và sản xuất. Điều này không chỉ ảnh hưởng đến sức khỏe thể chất mà còn cản trở sự phát triển trí tuệ và giáo dục của trẻ em.

1.2. Nguyên nhân dẫn đến sự vắng mặt của cha mẹ

Sự vắng mặt của cha mẹ có thể do nhiều yếu tố như di cư, công việc không ổn định, hoặc các vấn đề xã hội khác. Nhiều cha mẹ phải rời xa gia đình để tìm kiếm cơ hội việc làm tốt hơn, dẫn đến việc trẻ em phải tự chăm sóc bản thân và tham gia vào lao động sớm.

II. Tác động của sự vắng mặt cha mẹ đến trẻ em và lao động trẻ em

Nghiên cứu cho thấy rằng sự vắng mặt của cha mẹ có tác động lớn đến trẻ em, đặc biệt là trong việc hình thành thói quen lao động. Trẻ em không có sự giám sát của cha mẹ thường có xu hướng tham gia vào lao động sớm hơn, dẫn đến việc bỏ học và giảm khả năng phát triển kỹ năng. Theo nghiên cứu của Cigno và Rosati (2005), trẻ em có cha mẹ làm việc tự do có khả năng tham gia lao động cao hơn so với trẻ em có cha mẹ làm công ăn lương.

2.1. Ảnh hưởng đến sự phát triển kỹ năng của trẻ em

Sự vắng mặt của cha mẹ không chỉ ảnh hưởng đến thời gian học tập mà còn đến sự phát triển kỹ năng của trẻ em. Trẻ em thiếu sự hướng dẫn và hỗ trợ từ cha mẹ thường gặp khó khăn trong việc phát triển các kỹ năng cần thiết cho tương lai.

2.2. Tác động đến giáo dục và cơ hội học tập

Trẻ em có cha mẹ vắng mặt thường có ít cơ hội học tập hơn. Nghiên cứu cho thấy rằng trẻ em này có xu hướng bỏ học sớm hơn và không đạt được trình độ học vấn cần thiết, điều này ảnh hưởng đến khả năng tìm kiếm việc làm trong tương lai.

III. Phương pháp nghiên cứu về sự vắng mặt của cha mẹ và lao động trẻ em

Nghiên cứu này sử dụng dữ liệu từ VHLSS 2012 để phân tích mối quan hệ giữa sự vắng mặt của cha mẹ và tình trạng lao động trẻ em. Các phương pháp phân tích bao gồm hồi quy Probit và OLS, cũng như mô hình chọn lọc Heckman để xác định tác động của các đặc điểm của cha mẹ đến khả năng làm việc của trẻ em.

3.1. Phân tích dữ liệu và mô hình hồi quy

Dữ liệu được thu thập từ VHLSS 2012, bao gồm các thông tin về đặc điểm của cha mẹ và trẻ em. Mô hình hồi quy được sử dụng để xác định mối quan hệ giữa sự vắng mặt của cha mẹ và tình trạng lao động trẻ em.

3.2. Mô hình chọn lọc Heckman

IV. Kết quả nghiên cứu và ứng dụng thực tiễn

Kết quả nghiên cứu cho thấy rằng sự vắng mặt của cha mẹ không phải là yếu tố chính dẫn đến lao động trẻ em. Thay vào đó, các yếu tố kinh tế và nghèo đói đóng vai trò quan trọng hơn trong việc xác định tình trạng lao động của trẻ em. Nghiên cứu cũng chỉ ra rằng chính sách bảo vệ trẻ em cần tập trung vào việc cải thiện điều kiện kinh tế cho gia đình.

4.1. Kết quả chính từ nghiên cứu

Nghiên cứu chỉ ra rằng các yếu tố kinh tế như thu nhập của gia đình và tình trạng việc làm của cha mẹ có ảnh hưởng lớn đến khả năng lao động của trẻ em. Trẻ em trong gia đình nghèo có nguy cơ cao hơn phải tham gia vào lao động sớm.

4.2. Ứng dụng chính sách bảo vệ trẻ em

Chính sách bảo vệ trẻ em cần được thiết kế để hỗ trợ các gia đình nghèo, giúp cải thiện điều kiện sống và giảm thiểu tình trạng lao động trẻ em. Các chương trình giáo dục và hỗ trợ tài chính có thể giúp trẻ em có cơ hội học tập tốt hơn.

V. Kết luận và triển vọng tương lai về lao động trẻ em tại Việt Nam

Kết luận từ nghiên cứu cho thấy rằng sự vắng mặt của cha mẹ không phải là nguyên nhân chính dẫn đến lao động trẻ em. Thay vào đó, các yếu tố kinh tế và xã hội cần được xem xét kỹ lưỡng. Tương lai của lao động trẻ em tại Việt Nam phụ thuộc vào các chính sách hỗ trợ gia đình và cải thiện điều kiện sống cho trẻ em.

These tasks also obstruct child schooling by disposing child from the chance of learning at school or force them to leave school early. In a worst form, child labor contains child who serve as slaves, has been splitting with their parents, high opportunity to get serious illness and have to protect themselves on the street (International Programme on the Elimination of Child Labour (IPEC). ILO (2013) also estimated about one – third of the child labors in Vietnam, or around 569,000 children have to work around 42 hours per week in 2012 and this will have a bad influence on child schooling or children have to stop completely schooling time for work.

This paper uses a panel data built up from VHLSS 2012 with descriptive statistics of parents and children characteristics to determine whether parent’s absence is a main reason for child labor. We apply Probit and OLS regression, as well as Heckman selection model, to examine the impacts of parents’ characteristics on the probability of child working and working hours. The main finding of this study emphasize that parent’s absence is not a key factor lead to child labor. It is economic factors and poverty that play an important role in leading child labor status and child working hours.

These activities include a large range of activities, from less harm for children as home activities to the most damaging job as soldiering or prostitution. ILO (2013) has estimated in World Report that 265 million cases of child labor have been found, which is nearly 17 per cent of children all over the world. According to this report, the highest number of child labor happened in Sub-Saharan Africa (Ospina & Roser, 2014) Most of child labor cases has found in developing countries where children often work under manufacturing or agriculture factors. According to ILO’s Statistical Information and Monitoring Program, agriculture is the sector in which child labor could be found the most.

Edmonds and Pavcnik (2005) has estimated that in Nepal, 85% of child labor is in agriculture, Cambodia 73% and in Morocco 84%. This would affect child’s professional expertise and their soft skill which will lead to poor wage later in their working age.

Low wage caused bad working environment and poor labor standards. These conditions will lately cause poor income or even unemployment when children grow up. Figure 2 presented child labor aged 5-17 which has been reduced from 23 per cent on 2000 to 17 per cent on 2012 (Our World in Data, n. From 2000 till 2012, the number of child labor around 78 million which has reduced almost one-third.

The ratio of reducing in girl labor as 40 per cent while the ratio falling in boy labor is 25 per cent. In the same report, most of Southeast Asian countries such as Malaysia, Indonesia, Cambodia, and Thailand are included in the list. Lastly, Indonesia have a stable trend on child labor from 2000 to 2009 and drop incredibly on 2010 as 3.7 per cent Figure 3: Incidence of Child Labor between 5 SEA countries, 2000 to 2012, source: Our World in Data Even the overall cases of child labor reduce; the percentage of children who work only increased in Vietnam and Indonesia in Figure 4. Vietnam has the percentage of children who work only increased from 15.9 per cent in 2011 to 19 per cent in 2012. For Indonesia the figure is 11 per cent in 2009 and increases to 44.4 per cent in 2010. Child labor in others countries such as Thailand and Philippines remain unchanged, or slightly increased as Cambodia.

Consider this case by location, mothers in urban have more time to spend with their child than ones in rural. As an illustration, the ratio of urban mother who spend more than three hours per day is 38.8 per cent, while the ratio of rural areas is 24. For ranking, the most time was spent to take care children belong to the southeast area, follow that are women in the Northwest and Central region.

Vietnam News released the fact that 7 per cent mother confess that they spent less or even no time with their children, for father, this ratio as one fifth. This issue even has higher ratio in poor, rural households.
