Reason for choosing the topic In recent years, quality management activities have attracted the interest of government and educational institutions in order to continuously improve education and training quality to meet the requirements of the labour market. Building a quality management system in the direction of reforming school administration and improving the quality of training in colleges is the right direction to contribute to the successful implementation of the fundamental and comprehensive reform of Vietnamese education. Currently, along with quality accreditation activities, the construction of a quality management system in schools is an important foundation in ensuring and constantly improving training quality, improving autonomy and self- responsibility.
However, quality management activities in the Colleges are facing inadequacies, which greatly and directly affect training activities and training quality management in colleges. The underlying cause of the above inadequacies may be due to the fact that quality management activities in the College have not been considered and emphasized properly. Currently, Vietnam's education and training is in the process of radically and comprehensively renovating education and training, stating: “Ensure quality improvement conditions; standardization, modernization,. education and training system"; " Innovating educational management, which attaches importance to Quality Control"; “Standardize quality assurance conditions and manage the training process; focus on output quality management”; which clearly states: “Assign autonomy and self -responsibility to educational institutions” (Communist Party of Vietnam, 2013).
During the 2014-2015 period, the General Department of Vocational Education has piloted the construction of a model of a vocational training quality management system in colleges that are focused on becoming high-quality schools. The Colleges have developed and submitted the Quality Management System for approval; building programs and documents; controlling; directing and assigning units to research and review the actual situation to build a quality management system; detailed construction of quality management contents; promulgating the Quality Management System Framework Model in Colleges, initially institutionalizing in a synchronous manner the regulations, processes, documents and strict control along with supporting and encouraging mechanisms and policies to contribute to create good conditions for the operation of management processes in particular and training activities of the school in general. However, it can be seen that the implementation of the quality management system in colleges has not been effective. 2 Against that background, in order to realize the above point of view and goal, the renewal of the management and training quality assurance mechanism is a top priority, requiring state management agencies and colleges to establish policies, implement the construction, development and improvement of the quality management system is a very necessary job.
