I. Chiến lược khoa học công nghệ nông nghiệp

Báo cáo phân tích hiện trạng, nhu cầu và chiến lược trung hạn, dài hạn để phát triển nghiên cứu và khuyến nông tại Việt Nam. Chiến lược khoa học công nghệ tập trung vào việc ứng dụng công nghệ mới nhằm nâng cao hiệu quả kinh tế. Chính phủ Việt Nam đặt mục tiêu tăng cường đầu tư vào lĩnh vực này, đồng thời khuyến khích sự tham gia của khu vực tư nhân và các trường đại học. Báo cáo nhấn mạnh tầm quan trọng của việc xây dựng một hệ thống nghiên cứu và khuyến nông hiện đại, có khả năng đáp ứng nhu cầu đa dạng hóa nông nghiệp và nâng cao chất lượng sản phẩm.

1.1. Tầm nhìn dài hạn

Tầm nhìn dài hạn cho nông nghiệp Việt Nam bao gồm việc phát triển nghiên cứu phục vụ cả hộ nông dân nhỏ và các trang trại thương mại. Báo cáo đề xuất tăng cường sự tham gia của khu vực tư nhân trong nghiên cứu, đồng thời tập trung vào các doanh nghiệp nông nghiệp công nghiệp. Mục tiêu là xây dựng một nền nông nghiệp hiện đại, có khả năng cạnh tranh quốc tế, với các tiêu chuẩn thương mại cao.

1.2. Đầu tư và tài chính

Báo cáo chỉ ra sự cần thiết của việc tăng cường đầu tư nông nghiệp từ cả nguồn lực công và tư. Các chính sách tài chính cần được điều chỉnh để hỗ trợ các viện nghiên cứu và dự án khuyến nông. Đặc biệt, báo cáo nhấn mạnh vai trò của Ngân hàng Phát triển Châu Á trong việc cung cấp các khoản vay đầu tư cho khoa học công nghệ nông nghiệp.

II. Lộ trình phát triển nông nghiệp

Báo cáo đề xuất một lộ trình phát triển nông nghiệp chi tiết, bao gồm các bước cụ thể để chuyển đổi hệ thống nghiên cứu và khuyến nông từ hiện trạng sang trạng thái mong muốn trong tương lai. Lộ trình này bao gồm việc xác định các chính sách, đầu tư và thể chế cần thiết. Báo cáo cũng nhấn mạnh tầm quan trọng của việc xây dựng một kế hoạch dài hạn, vượt ra khỏi các kế hoạch 5 năm hoặc 10 năm hiện tại.

2.1. Cải cách hệ thống

Một trong những trọng tâm của lộ trình phát triển nông nghiệp là cải cách toàn diện hệ thống nghiên cứu và khuyến nông. Báo cáo đề xuất việc tái cấu trúc các viện nghiên cứu, nâng cao năng lực của đội ngũ nhân viên và tăng cường hợp tác quốc tế. Quá trình này dự kiến sẽ mất khoảng một thập kỷ để đạt được mục tiêu.

2.2. Hợp tác quốc tế

Báo cáo nhấn mạnh vai trò của hợp tác quốc tế trong nông nghiệp để tiếp cận công nghệ tiên tiến và nguồn lực tài chính. Các tổ chức quốc tế như Ngân hàng Phát triển Châu Á và các đối tác khác sẽ đóng vai trò quan trọng trong việc hỗ trợ Việt Nam thực hiện lộ trình này.

III. Công nghệ nông nghiệp và phát triển bền vững

Báo cáo tập trung vào việc ứng dụng công nghệ nông nghiệp để thúc đẩy phát triển bền vững. Các công nghệ mới sẽ giúp nâng cao năng suất, chất lượng sản phẩm và giảm thiểu tác động tiêu cực đến môi trường. Báo cáo cũng đề xuất các chính sách hỗ trợ nông dân tiếp cận công nghệ, đặc biệt là các hộ nông dân nhỏ và vùng khó khăn.

3.1. Ứng dụng công nghệ

Báo cáo nhấn mạnh sự cần thiết của việc ứng dụng công nghệ nông nghiệp trong các lĩnh vực như trồng trọt, chăn nuôi và thủy sản. Các công nghệ mới sẽ giúp đa dạng hóa sản phẩm và nâng cao giá trị xuất khẩu. Đặc biệt, báo cáo đề xuất việc phát triển các tiêu chuẩn chất lượng để tăng cường khả năng cạnh tranh quốc tế.

3.2. Phát triển bền vững

Báo cáo đề xuất các giải pháp để đảm bảo phát triển bền vững trong nông nghiệp, bao gồm việc sử dụng hiệu quả tài nguyên thiên nhiên và giảm thiểu ô nhiễm môi trường. Các chính sách hỗ trợ nông dân tiếp cận công nghệ xanh cũng được nhấn mạnh trong báo cáo.

Strategy and Road Map for Agricultural Science and Technology in Viet Nam ADB RSC C31072 - VIE Background Report for Asian Development Bank March 2003 AGRIFOOD CONSULTING INTERNATIONAL ADB RSC C31072-VIE / Strategy and Road Map for Agricultural Science and Technology in Viet Nam Preface This project report1 is an analysis of the current situation, needs, and potential medium- and long-term strategies to develop agricultural research and extension in Viet Nam. The report provides a long-term road map for agriculture research and extension assistance and it will be used as a basis for the development of a forthcoming ADB technical assistance, which will in turn be used as a basis for a proposed investment loan in Agricultural Science and Technology. Specifically, the study collected relevant secondary information and data on the current organization and medium- and long-term plans for agricultural research and extension. The study undertook a consultative process with stakeholders to outline a vision for the future direction of agricultural research and extension, identify constraints to future development of agricultural research and extension and develop a preliminary set of strategies and roadmap for development of the research and extension system.

The fieldwork for the study was carried out over four weeks in January and February 2003. The study involved the analysis of background data, key informant interviews, and focus group meetings with international NGOs, bilateral and multilateral aid agencies, government officials, and research institutes involved in agricultural research and technology in Viet Nam. The report is the result of a joint effort by the Study Team of Francesco Goletti, Dominic Smith and Tim Purcell from Agrifood Consulting International.
