Respectfully, Nguyen Ngoc Anh ABSTRACT This study investigates the relationship between public service quality and the customer satisfaction based on questionnaire survey. Adopting SERVPERF model (Parasuraman, et al, 1988) this study applies statistical tools to analyze the data collected at Yenbai Department of Planning and Investment in 2014. The results of this study indicate and the significant factors for customer satisfaction in public service of Yenbai Department of Planning and Investment. Based on those results, the suggestions and recommendations to improve public service quality at Yenbat Department of Planning and Investment are made.

Aim: The purposes of this study are to assess the public service quality based on opinions of customers making transactions at Yenbat Department of Planning and Investment; to study on the relationship and factors affecting customer satisfaction; to vive suggestions and recommendations to improve public service quality at Yenbai Department of Planning and Investment Method: By combining SERVQUAL scale of Parasuraman, this study will assess public service quality through 6 dimensions: | | Attitude of staffs (AT) | | | Customer Administrative procedures (PR) | | satisfaction 7 (CS) | Competency of staffs (CO) | | | | Empathy of staffs (EM) | | | Infrastructures (INFR) | | | Result & Conclusions: In summary, researching on customer satisfaction about public service at the Reception and Returning Result for Business Registration Section of Yenbai Department of Planning and Investment 1s one of factors for leaders of city and departments to determine the current situation of providing public services and aims to complete in the future. This is one of the solutions to shorten time to enter market of enterprises. On the basis of application of the scale measuring components of service quality (SERVPERF), the relationship between service quality and customer satisfaction and customer satisfaction model of Parasuraman and Spreng - Mackoy so that the thesis has identified factors affecting customer satisfaction, quantifies the impact of each factor on customer satisfaction, and develop the first model on customer satisfaction about public services at the Department of Planning and Investment of Yenbai city. The research results show that the components of public service and affecting customer satisfaction including empathy, competency of staffs, infrastructures, procedures, transparency and attitude of staffs.
Expectations and desires of the customers about public services are basically shown through research results. It is consistent with the results of customer surveys before data analysis. With public services, particularly in the field of public administration services, customer desired to receive polite attitude, courteous, reliable of staffs, as well as transparency of process, procedures, method of payment, fees, and time to provide service. Contribution of the thesis: On the basic of this research results, the thesis proposed a number of solutions and recommendations to enhance customer satisfaction based on the actual perception of the positive aspects and limitations in providing public service, through factors illustrating the systematic and generalized characteristics of the research model.
The Department should registration for intellectual property of Logo and Slogan: better implement issued quality policy. aims to shorten the time to enter the market of enterprises. IV The Department of Planning and Investment Yenbar should organize to apply rescarching on customer satisfaction with public services in the city, to respect the independence of research implementation. Thesis limitations: Time and financial budget limit.

Mean scores of customer satisfaction components.1 Introduction about establishment process of the Procedure Reception and Result Return for Business Registration Section The Division of Reception and Return of Business Registration is one of professtonal divisions of the Department of Planning and Investment of Yenbal, under the direction and management of the organization, staffing and work of the Director of Planning and Investments; responsible for coordinating all rooms and units belonging to the Department, as well as relevant local agencies, working to meet the requirements of the Room, the Department and administrative reform. The Division of Reception and Return of Business Registration which was formed, constructed and operated since 2006 came from the actual demand for reform of administrative procedures concerning enterprises’ processing of entering the market. Functions, tasks of the Division of Reception and Return of Business Registration - Direct instruction, receiving the records of business registration; considering the validity of business registration records and provide or deny a certificate of business registration to enterprises - Construction, management and operation of information systems for business registration within the city; provide information on business registration to the city People's Committee, the Department of Taxation, the Department of Statistics and the relevant agencies regularly, as well as to organizations, individuals having requirements. - Requiring enterprises to report business status under the provisions of specified in sentence c, clause | of the article 163 business law; supervising the implementation of the annual report of the enterprises.
- Direct inspection or request the competent State agency to inspect enterprises according to the contents of business registration records, instruct enterprises and who wants to run a business on the order and procedures for business registration. - Require enterprises to pause business operation when detecting that the enterprises do not qualify following the law. - Revocation of the certificate of business registration in the cases specified in Clause 2, Article 165 of the Business law. - Registration for business for other business forms following the law.
- Handling cases, which break the law about regulations for business registration under the law; Revocation ofthe certificate of business registration and requiring business to wind up its operations under the law; Taking responsibility for violations of business registration. ~ To collect, analyze, and give periodic reports on the situation of performing assigned tasks in accordance with the regulations; to report the difficulties and problems in the work ofbusiness registration to the competent authorities. - Managing records and documents relating to the duties and assets to ensure the safety and compliance with regulations. - Coordinate with specialized departments, research units to suggestions for leaders of departments about their assigned areas.
- In addition to the above tasks, the Department of Reception and Return for Business Registration have to be responsible for other duties assigned by the Director ot the Department.
