Maxwell, SWOT analysis of experimental data collected throush questionnaires, whereby to clarify the actual and objective picture of middi: managers, the difficulties (barriers) between E&P and Non E&P in order t© to propose solutions to improve the efficiency of coordination among middle m:¿nagers In resolving works ofthese two sections.8 Outcomes and conclusions - Outcomes: Group 12 has completed the research, developed the theoretical framework to serve as basis for conducting the research; collected experiment data; analyzed the strengths, weaknesses, opportunities and threats for current middle managers of PVEP; worked out the causes of the ineffective coordination between the E&P and Non E&P sections; proposed 5 categories of solutions to improve the efficiency of coordination, with special importance attached to training and equipping knowledge and developing leadership skills; - Conclusions: Equipping leadership skills is extremely necessary; successful development of leadership skills requires support from senior leaders, active and positive participation of middle managers, capital investment in and organization of appropriate leadership skill training programs to meet current demand in PVEP; the reality in PVEP proves that the theories of John C. Maxwell are proper and appropriate, and they should be flexibly applied to the specific conditions of PVEP.
The research has pointed out that leadership qualities can be acquired, improved and developed to help a middle manager become a successful leader. - Limitation of the research: ~irst, PVEP has large scope of operation with the head office in Hanoi, branches in Ho Chi Minh City, Vung Tau, representative offices and projects in 14 countries in the world; conducting work in offshore management mechanism and rroJects, and oil and gas facilities. In the framework of this research, the authors just surveyed experiment data via questionnaires with middle managers in the management apparatus of PVEP in Hanoi, therefore, the specimen are not entirely representative; Second, the research has not assessed the effect of leadership skills on the efficiency of coordination among middle managers in PVEP in economic terms, aid has not provided the supportive data with respect to the effect of leadership salls on business outcome of PVEP. 19 Suggestions for further study: In the future, if the authors further this research, they can follow the following suggestions: Making in-depth analysis/clarification of economic effect of effective coordination on business results of PVEP.
Wherefrom, implementing solutions tc improve the efficiency of coordination, in which development of leadership stills is considered central solutions; Analyzing/clarifying the impact of leadership skills on the efficiency of coordination, results of implementing the targets of management in PVEP in pirticular and subordinate units of PVN in general.10 Contribution of the thesis The thesis has pointed out the causes of ineffective coordination between E&P and Non E&P, being working environment, specialization and viewpoints; The efficiency of coordination impacts the achievement of the Organization's targets: effective coordination helps achieve or exceed the phnned targets; ineffective coordination leads to failure to achieve targets of the Organization (delay in project implementation; effect on business operations.); Evaluating the role, position and importance of middle managers in the success of the Organization (PVEP); Pointing out the role, importance, influence of leadership skills with respect toefficiency of coordination; - Making suggestions for further study.1! 53 QU:STIONNAIRE FOR THE FINAL ASSIGNMENT OF CLASS MPPM&6. Background (Reasons for choosing the topic) PetroVietnam Exploration Production Corporation (PVEP) — is the main force of the Vietnam Oil and Gas Group (PetroVietnam) in its core business of peroleum/gas exploration and production. PVEP's strategic objective is to be:ome the top international petroleum company in the region with strong economic, financial and competing capacity. Originating from the fact that besides the core business of petroleum ex›loration and production (E&P), specifically the activities of technical Sections such as Searching and Exploring, Mine Technology, Mining Development, Drilling, etc.
PVEP also has non-E&P divisions such as Planning, Project Management, Legal, Information Technology and System, Safety-Health and Environment, Office, etc. Upon coordination in carrying out the work among the management staffs of the same level (Middle manager) working at different divisions, especially between E&P and non-E&P staff, there arises a problem as the technical staff often has the concept of simplifying the non-technical issues, such as making the adninistrative procedures, regulations, documents, etc, which will make it dificult to create a consensus from the beginning for issues of different fields. The fact shows that, the coordination among peer managers in divisions witi closely related expertise (E&P with E&P, non-E&P with non-E&P) is more favorable and smooth since they can easily share the professional issues and suport the others’ work. The coordination is even more favorable especially when they have been collaborating with one another for a long time since they shae the understanding of how to approach the problem.
We hope that from our research in the thesis entitled “Developing the leating skills of the middle managers in order to enhance the coordination effitiency at PetroVietnam Exploration Production Corporation’, we will find out solutions to overcome the obstacles and problems between the E&P division ani the non-i:&P division in their coordination in settlement of work. We hope tha developing leading skills shall be the key to successfully open the door for chinges in the awareness conductive to change of behavior for both E&P and noi-E&P divisions so as to enhance the coordination efficiency in carrying out the work. This thesis is comprised of 7 sections, the first section (including part I, pat II, part [Ii and part IV) will give a bref introduction on the reason for chosing the topic, the research objective, the frame of references and research mehodology. In the next sections (part V and part VI), we will clarify our mehod of experimental data collection and analysis through the questionnaires disributed to 25 representatives from the core business of PVEP - E&P (tehnical) division and non-technical (E&P related and non-E&P), to find the anwers to our two big research questions.
The final section (part VII) will be ou:conclusion and suggestion. The research in this thesis does not aim to criticize the middle managers at PV:P for not really paying attention to the role, position and necessity of the equpment of leading skills, which has positive influence on the effective cocdination in carrying out the work. We just want to point out that the cocdination among the senior managers, the counterparts and the subordinates wil become more effective when we are equipped with leading skills and apply sua skills in an effective, flexible and mastery way. Currently, PVEP has over 1,300 staff (1,352 staff), in which the Board of Dirctors includes 5 people (Chairman and members); the Executive Board incades 11 people (President/CEO and Vice Presidents); 60 Chiefs/Deputy Chefs of the Divisions; 151 Directors/Deputy Directors of Departments; and othr staffs.
The majority of the managers of PVEP are the middle managers. They have knowledge (holding graduate degrees and post-graduate degrees givn by well-known universities such as Geology Mining University, Petoleum University, Economics University, Finance University, and great Netional Universities of Foreign countries such as France, UK, Russia. They are young, passionate, enthusiastic and always trying to fulfill their assigned missions. However, their limitations are lack of working experience, lack the Serse of initiative in carrying out the missions and low accountability at work.
Maddle managers are the middle management positions between the senior menagers (Board of Directors, Executive Board, etc.) and the subordinates. Middle managers often hold the positions of Directors/Vice Directors of Divisions, Managers/Vice Managers of Departments (Director of Search and Exloration Division, Director of Mining Technology Division, Director of Lezal Division, Manager of Geology-Reserve Department, Director of Mine development Division, Director of Technology Division, Director of Adninistration Division, Director of Training Division, Director of Accounting Division, Deputy Director of Investment Economics Division, etc). Middle managers have the functions of administration and management, and directly Participate in the implementation of the activities, plans and missions of the functional divisions of the organization; directly receives the guidance from the senior managers and assigns missions to the subordinates to carry out the work according to the plan and objective of the organization.2 Research questions To achieve the research objective of this thesis, we seek the answers to the twc research questions as follows: Question 1: How are middle managers of PVEP aware of the role, Imrortance and necessity of equipping themselves with leadership skills? Question 2: What should be done to develop leading skill of middle management staff in order to enhance the efficiency of coordination in dealing witi tasks for the success of all business and production plans of PVEP? These are the core questions in our questionnaire in order to collect experimental dat and give us initial information about the middle managers at PVEP, such as: proession structure (area of expertise), sex, age, duration of work, etc.
