Research Rationale The period 2019–2022 was a period when the global economy encounters a lot of negative fluctuations and overcome the consequences resulting from the COVID- 19 epidemic. Especially when the government released long-term social-distancing and border-barring directives, the worldwide supply chain was disrupted, leading to a decrease in the overall manufacturing output, along with diminished demand, consumers could not afford to pay for goods and services during that time.
The unemployment rate, inflation had risen dramatically, enterprises also fell into unprecedented circumstances. This is most evident in the tourism and travel industries. In order to manage the period when personal contact becomes difficult, countries around the world have focused on developing specific industry groups such as telecommunications, technology,., Pharmaceuticals and medical support equipment are also focused on research and was being made improvements in order to facilitate as solutions to the pandemic. Therefore, this is a period of accelerated digital transformation of all industries.
The volatility of the global economy had a significant impact on Vietnam, particularly the financial market. The stock market experienced unprecedented growth as the number of F0 investors grew rapidly; the record of market liquidity was set in 2021 when nearly 1.5 million new securities accounts were opened, the vast majority of which were opened by domestic consumers. Vietnam achieves the highest growth in the neighboring region with a 22,3 percent increase over the same time period. On the money market, banks had to adapt to the pandemic and the possibility of a rise in non - performing loans by undergoing transformations.
As a result of implementing circulars restructuring debt groups and reducing interest rates by the Central Bank to support businesses during COVID-19 many banks have increased their provisioning ratio to approximately 50 percent in order to mitigate all risks associated with non-performing loans. In particular, in recent years, when the outstanding loan market for large commercial enterprises has become saturated and less potential, SMEs are the customer group that all banks target, but the nature of this group of enterprises is 1 that the financial situation is relatively weak, so it is easy to be affected by the market, Outstanding loans for SME customers are also easier to switch groups when compared to large enterprises, leading to credit and liquidity risks,. In the face of enormous economic constraints, the banking sector confronts several hazards, which are compounded by fierce competition not only between banks but also credit institutions and Fintech financial enterprises. Therefore, Military Commercial Joint Stock Bank (MB) always endeavors for effective and sustainable growth.
Recognizing the important issue that requires banks to become increasingly improved and diversified, MB BANKconsistently develops plans to improve the credit granting process, implement innovative technology, and develop the credit management and operational capabilities of employees, thereby enhancing the quality of lending to SME customers. As the flagship of the whole system, Transaction Office Branch 1 constantly prioritizes credit expansion, particularly those for SME company clients. The mission of Transaction Office Branch 1 is to optimize and cultivate sustainable lending operations, establish a strong position on the market, and capitalize on its capabilities. From the issues discussed, the author selected "Credit Development for Small and Medium Enterprises Customers at Military Commercial Joint Stock Bank – Transaction Office (Branch 1)" as the subject of my graduation thesis.
Literature review In an economy impacted by the COVID-19 pandemic that is unpredictable, its immediate effects, such as politics, society, and environment, have also been substantially impacted. Therefore, credit research and development is always a top priority and is executed by researchers and specialists in order and increase the quality of credit in the finance and banking industry in particular and the market economy as a whole. and master's students in economics have carried out in-depth and scientific research to analyze the efficacy of credit development, generating useful information to help the process of analyzing and developing credit operations in each credit institution. To assist the information collecting and research implementation, my thesis inherits significant reports and 2 dissertations that have been acknowledged.
This is required to build a theoretical foundation for the graduation thesis while updating economic information in the context of the recovery from the COVID-19 pandemic in order to draw lessons for the credit development for SME business customers at the MB Bank - Transaction Office 1. This is the task that must be accomplished by the thesis. Each subject and study paper mentioned below focuses on distinct items, legal structures, and economic market eras, however we may make the following positive and negative observations: Nguyen Thuy Trang (2018) master's thesis in Finance and Banking addressed broad arguments on the lending situation of commercial banks in a market economy and the lending mechanism for SME business customers. In contrast, the thesis lacks long-term value due to an assessment based only on theory and a brief time of actual investigation (2014-2015).
