Rationale of the research Currently, the SME community has experienced rapid development in both quantity and quality. According to statistics for 2022, there are currently about 785,000 SMEs nationwide, accounting for more than 98% of the total number of enterprises nationwide.
SMEs are operating more and more effectively, using 60% of labor resources, contributing 40% of GDP, and 30% of state budget revenue. Thus, we can see that SMEs have been greatly contributing to the country’s economy. With a large and growing market, SMEs are an important market for credit institutions. Despite their important influence on the country's economy, SMEs always face inherent problems and challenges such as management level, lack of production ground, and access to capital, especially credit from commercial banks, which is always one of the biggest difficulties for SMEs (statistics show that only about 30% of SMEs have access to capital from banks; the rest have to use autonomous capital or accept loans from other sources at very high costs).
It can be seen that the main reason is that SMEs have many limitations in proving their own capital, providing collateral, having weak cash flow management capacity, etc. Part of the problem also comes from commercial banks. Tightening procedures and credit conditions have created a significant barrier for businesses, especially those newly established and in the early stages of operation. Therefore, commercial banks have a particularly important task in creating conditions for SMEs to access effective loans to strengthen production and business activities.
During its operation, Military Commercial Joint Stock Bank – Tay Son Branch always strives to provide the best products and services of the bank to each customer, and SMEs are the customer segment that MB Tay Son has continuously focused on developing over the years. However, at the Branch, there are still some problems to be overcome, such as how to find potential new customers while at the same time managing the loan effectively, minimizing potential risks. Therefore, in order to contribute to improving the quality of loans at the Branch, I 1 chose the following thesis topic: "Improving the quality of small and medium enterprises loans at Military Commercial Joint Stock Bank – Tay Son Branch" as a research topic, to evaluate the situation as well as find the most practical solutions in order to improve the quality and bring efficiency to MB Tay Son. Literature review For the current research situation, there have been many scientific studies on the content of improving loan quality for SMEs, which can be cited as follows: 1.
Domestic researches - Luu Thi Hai Yen (2017) has the concept of lending quality as follows: “Lending quality is a good response to the demand for capital for production and business activities of customers in accordance with the development of society, and ensures the existence and development of the bank”.
