However, many threats arise - especially transnational crime.
Transnational criminal organizations have been growing increasingly complicated and tend to expand, becoming a major influence on social life and a threat to law enforcement. which requires international cooperation to solve such grave problems. The above facts have forced police of every country to face those criminals in a fierce live-or-die battle. To be able to undertake such mission, this requires police institutions of every country to change to suit the new situation, from organizational structure to work organization.
Meanwhile, the fact is that the State Police of each country still have a closed attitude (due to fears of national security issues), little communication and exchanging operational experiences with each other, there is no close relationship, constant interaction in operations ho New situation of transnational organized criminal is increasing and has a large impact to society and is the threat, challenge, especially in the implementation of laws, which require international cooperation to join together to solve the burning issues. Organization of police forces under the closed form of a each country is no longer appropriate to the new situation on the battlefield against international criminal and transnational organized criminal. Catching the requirements and status, the international police force has gathered, associated together to organize works under a network (network structure) to solve the particular work at an international level with the advent of famous international anti crime organization (Interpol, Aseanapol) and accompanied by the activities of international multilateral co-operation, mutually benefit to solve the burning issues together in its field. Research matter: - The change of the closed organization to open organizations in collaborative networks (organizational structure and work organization) of the International Police.

Overall Objectives - Highlight network cooperation-based connection in work organization of international police to execute specific tasks in the front against crime and trans- national organized crime, through which clarifies advantage of this model.
Specific Objectives - Determine theoretical frame on network structure applied for studying topic; - Select vivid activities showing network cooperation-based link of international police organizations embodied in multilateral forms of cooperation in organizations of particular police and bilateral cooperation forms basing each country’s need; - Evaluate advantage of network cooperation-based work organization in comparison with self-contained activities of police in each country, previously: - Provide conclusions and recommendations, solutions to further improve the efficiency of operation of international police organizations through network connection. Network connection opens opportunities and prospects for work of the international police as well as obvious effects of interactions: Expressing multilateral cooperation into specialized organizations (Interpol, Aseanapol.
Asean, Interpa) and bilateral cooperation (Vietnam, Laos, Sweden - Vietnam.) because of self-contained, separate form of each country previously. Network cooperation is a new way in organizing task of the international police work, an inevitable trend with the following advantages: expanding operational scale, creating unity on the basis of exploiting comparative advantages, flexibility in operation, strengthening coordination in prevention of trans-national crime. However, it remains obstacles: difference of police squads in countries, police human resource training system when joining in the network, difference in laws is also a barrier in performing international duties and responsibilities of each country. Recommendation From specific results, I have following recommendations: - Police organizations in each country should cooperate closely and comprehensively, powerfully as active members in international police organizations (Interpol, Interpa.

International police with focus on international police organizations: Interpol. Interpa or activities related to Aseanapol, Asean. The next research trend is deeper analysis and discovery of implications in the network structure diagram of international police organizations, made brighter the developmental trend in organizational structure of the international police and flexible application in Vietnam.

ASEAN, including Viet Nam has entered a period of extensive and comprehensive economic integration than ever. International position of ASEAN with countries in the world is confirmed increasongly with diplomatic relations, economic relations, trade and investment with more than 220 countries and territories. Asean members’ joining in the World Trade Organization (WTO) has brought the integration process of these countries from the regional level (ASEAN) and the Inter-Regional level (ASEM, APEC) up to the global level. It also lays out challenges ofsecurity, peace and stability for ASEAN Community.
